Regulatory Change Manager – Payments & Compliance

About the role

As a Regulatory Change Manager in the Cash Management (Payments) department, you will bridge the gap between evolving regulatory requirements and Luminor's business operations. You will ensure that payment services remain compliant, risk‑aware, and ready for upcoming legislative changes.

Key responsibilities

• Act as a trusted advisor on payments‑related regulatory matters for internal stakeholders.
• Lead monitoring, management, and tracking of regulatory initiatives and deliverables.
• Identify and assess payment‑related risks, perform control assessments, and contribute to risk reporting.
• Maintain internal policies, procedures, terms, and risk documentation in line with regulatory expectations.
• Support external communications with regulators, customers, and other external parties.
• Prepare, analyse, and present regulatory reports to senior management.
• Represent Luminor in regulator and auditor discussions and coordinate review activities.

Required profile

• University degree, preferably in Law or a related field.
• Strong understanding of Baltic and European payment regulations, including PSD2 and the upcoming Payment Services Regulation (PSR).
• Minimum 3 years of experience in banking, legal, compliance, regulatory affairs, risk management, or payments.
• Fluent in English and the local language, both written and spoken.
• Excellent organisational, analytical, and problem‑solving abilities.
• Effective communication and stakeholder‑management skills.
• High integrity, accountability, and a results‑driven mindset.

Required skills

• Knowledge of PSD2 and PSR regulatory frameworks.
• Familiarity with Baltic and EU payment services regulations.
