About the role

The Health Information System (TIS) Business Services Department seeks a senior leader to drive the modernization of Estonia's national health data platform. You will ensure that development activities align with strategic goals, deliver high‑quality solutions, and support healthcare professionals and patients through an updated e‑health ecosystem.

Key responsibilities

• Define and monitor development plans, set priorities, and ensure deadlines are met in collaboration with stakeholders.
• Coordinate work across internal teams, external partners, and public‑sector clients.
• Manage departmental budgets, track expenditures, and report financial performance.
• Foster a motivating work environment and support professional growth of team members.
• Analyze and improve work processes using best practices such as Agile, Scrum, and Kanban.
• Stay informed on emerging technologies and assess their applicability to TIS.

Required profile

• Minimum three years of successful IT unit management experience.
• Proven ability to set goals, give feedback, and inspire teams.
• Strong coordination and communication skills in both Estonian and English.
• Proactive attitude with a focus on continuous process improvement.
• Capability to maintain clarity and composure in a fast‑changing environment.
