Stakeholder Manager

About the role

The Stakeholder Manager will join the COBELEC PS team working on the Rail Baltica Energy Subsystem design‑and‑build project. This high‑profile infrastructure programme will electrify 870 km of railway across Estonia, Latvia and Lithuania, and the role is central to building strong relationships with all project stakeholders.

Key responsibilities

• Develop and implement stakeholder engagement plans aligned with the overall project strategy.
• Manage engagement with local authorities, statutory bodies, environmental and technical organisations, land owners, communities and industry partners.
• Maintain stakeholder mapping, prepare communications, and respond to inquiries in a timely manner.
• Lead and coordinate a team of stakeholder engagement coordinators, ensuring deadlines and quality standards are met.
• Collaborate with the wider project team, the PMO and other Stakeholder Managers to align activities.
• Organise and attend stakeholder meetings, workshops, round‑tables and forums, handling agendas, minutes and reporting.
• Ensure a complete audit trail of all interactions in the stakeholder database.
• Provide regular updates to the client and contribute to weekly/monthly project reports.

Required profile

• Bachelor’s degree in Electrical, Civil or Mechanical Engineering.
• Minimum 10 years of experience in stakeholder management on large infrastructure projects.
• Fluent in English (minimum B2) and Estonian (minimum B2).
• Proven knowledge of the building‑permit process in Estonia.
